A Breath of Fresh Air in Asia: Helping to Fix Global Air Quality

Asian countries are getting serious about combating air pollutants. We’re excited to announce that BCX's Air Quality Group continues to make strides alongside facilities and government agencies in Vietnam, Qatar, and the Philippines.

We recently spent six weeks traversing in Asia actively testing air quality and developing solutions to fight their escalating global air quality challenges. During our trips, we worked with clients on existing engineering and audit contracts:

  • Completing field work for petrochemical facilities and power plant sites throughout the region
  • Serving leading energy companies in the three major regions of the Philippines (Visayas, Mindanao, and Luzon)
  • Visiting six different sites with a combined capacity of approximately 2,200 MW of flexible energy solutions
  • Gathering information for an ambient air quality monitoring bid for the State Department of Natural Resources and Environment in Vietnam

Although we've had a flurry of recent activity, it's important to note that we have actually been building our relationships in the region since 2004, well before the inception of BCX in 2010. Michael Cahill of BCX has related experience from his last business venture and brought those relationships forward into our current projects.

U.S. Based Companies are Highly Valued

As our connection with foreign markets grow, we've seen a new urgency requiring actionable steps to reduce air pollution in Asia. To fast-track their strategies, developing nations are turning to U.S. based high-value knowledge centers with experience in USEPA methods and regulations.

A recent Vietnamese Newspaper stated that “air pollution in Vietnam’s cities has already hit unhealthy levels." This pollution poses a serious immediate health risk to workers and surrounding residents.

The Vietnam Ministry of Natural Resources and Environment (MONRE) set forth a plan that includes a 20% reduction target for NOx, SOx and particulate matter, chemicals, fertilizer and petroleum production facilities. 

As a community leader, BCX Energy has established strategic alliances with other stateside companies to get the job done: 

  • Global instrumentation/system integration firm, American EcoTech in the ambient air monitoring sector (conveniently located only a few miles from our office in Rhode Island)
  • Teledyne Monitor Labs who we've used as a value chain partner for source (stack)-level monitoring solutions

Audit Process and Consulting Expertise

Often, our end deliverable is to help facilities demonstrate compliance with the air-related operating permits. And in these developing regions, we’re not just testing/auditing and writing reports for compliance purposes. 

We’re consulting with our customers who are struggling to prepare for conformance assessments. We advise them on formulating checklists, suggest expendables to consider replacing, and even occasionally lending them reference materials (calibration gases, opacity filters) to help prepare for an audit.

During our project engagements we complete the following steps:

  • Maintaining steady communication with our facility points-of-contact as our audits are being conducted
  • Supplying draft results during a formal wrap-up meeting so our clients are aware of their compliance status
  • Following up shortly after with a formal letter of draft results
  • Creating a final detailed report containing raw data to final calculations, a narrative of the program, and supporting information from detailed test equipment descriptions to calibration documentation

Due to the technical nature of our equipment, we were faced with the logistical challenges of safely transporting two instrumentation vans and teams of up to five personnel over 3,500 kilometers via air, ground and sea. Additionally, we delivered in a high-pressure environment where stakeholders are required to meet technical and legal deliverables within a short time frame.

Final Wrap-Up

Soon, we’ll begin working with our regional joint-venture partners to schedule updated 2018 programs, with the hopes of gaining repeat customers for another 15 years. 

Our established presence in overseas projects, experience with agency personnel and word-of-mouth referrals from satisfied customers allows us to help new prospects with their air quality challenges.
